THE APPLICANT IS REQUESTING APPROVAL OF A DEVELOPMENT PLAN FOR COLUMBUS POWER SPORTS ON HOME ROAD TO CONSTRUCT A BUILDING FOR GOLF CART AND LAWNMOWER SALES. THE ITEM WAS POSTPONED AT THE FEBRUARY 8TH REGULAR PLANNING COMMISSION MEETING IN ORDER FOR THE APPLICANT TO WORK WITH STAFF TO MAKE MODIFICATIONS TO THE PROPOSED BUILDING ELEVATIONS. PROVIDES ELEVATIONS HAVE BEEN SUBMITTED BASED ON THE FEEDBACK FROM PLANNING COMMISSION AND AFTER PLANNING COMMISSION ACTION TODAY, THE CASE OF BE REVIEWED BY CITY COUNCIL ON MARCH 7TH, WHICH IS THE SAME MEETING AS A SECOND READING OF THE APPLICANTS, SPECIAL USE PERMIT. FOR VEHICLE SALES AND REPAIRED.IN ADDITION TO THE REVISED ELEVATIONS, THE APPLICANT ALSO PROVIDED A NEW SET OF PLANS REMOVING THE DUMPSTER ENCLOSURE PREVIOUSLY SHOWN AT THE SOUTHERN END OF THE PARKING AREA.
ADDITIONALLY IT SHOULD BE NOTED THAT A PORTION OF THE PROPERTY CURRENTLY EXTENDS INTO HOME ROAD AND TO ENSURE THAT THE ROADWAY IS ENTIRELY WITHIN THE PUBLIC RIGHT OF WAY. THE APPLICANT HAS INDICATED THEIR AGREEMENT. TO DEDICATING RIGHT OF WAY TO ADDRESS THIS SITUATION. AS WAS DISCUSSED AT THE LAST MEETING MATERIALS SHOW THAT THE MAJORITY OF THE EXISTING VEGETATION ALONG THE EASTERN PROPERTY LINE IS TO BE PRESERVED. BUT THERE IS A POTENTIAL FOR HEADLIGHT GLARE ONTO THE ADJACENT RESIDENTIAL PROPERTIES IN THE WINTER. SO STEP IS RECOMMENDING THAT THAT 36 INCH HEAD ROBY INSTALLED ALONG THE EASTERN SIDE OF THE PARKING LOT. BASED ON THE FEEDBACK PROVIDED AT THE FEBRUARY 8TH PLANNING COMMISSION MEETING. THE AMOUNT OF MASONRY ON THE BUILDING WAS INCREASED, WERE VISIBLE FROM THE PUBLIC RIGHT OF WAY. THE HOME ROAD FACADE WILL NOW BE COMPRISED OF 56% MASONRY. 13% OFFICE. 20% STEEL WITH WINDOWS AND SOFFIT, CREATING THE REMAINING 11. STAFF BELIEVES THE PROPOSED BUILDING ARCHITECTURE REFLECTS THE DISCUSSION AND RECOMMENDATIONS MADE BY PLANNING COMMISSION. IT IS APPROPRIATE FOR THE SITE AS THE MATERIAL PERCENTAGE COMPOSITION WERE VISIBLE FROM HOME ROAD IS SIMILAR TO OTHER BUILDINGS IN THE AREA. THEREFORE WE ARE RECOMMENDING THAT PLANNING COMMISSION MAKE A RECOMMENDATION OF APPROVAL TO CITY COUNCIL FOR THE DEVELOPMENT PLAN, WITH THE FOUR STIPULATIONS NOTED IN OUR STAFF REPORT.
