I DON'T THINK IT'S ON. THANK YOU. GOOD EVENING. MAYOR OF STAGE MEMBERS OF COUNCIL. UM CITY GOVERNMENT OFFICIALS AND EMPLOYEES. MEMBERS OF THE SOUTHWEST FRANKLIN COUNTY HISTORICAL SOCIETY WHO WERE BACK HERE THIS EVENING. AND FELLOW CITIZENS. MY NAME IS STEVE JACKSON AND I'M THE PRESIDENT OF SOUTHWEST FRANKLIN COUNTY HISTORICAL SOCIETY. AND AS YOUR MOST CORRECTLY STATED WE ARE AT THIS YEAR IS THE 12TH TIME. A BUILDING CALLED THE RELIEF GRANT BARN. AND THAT WAS BUILT AS A HORSE BARN, NOT FOR RIDING HORSES FOR FIELD HORSES, PERCHANCE BELGIANS, BIG HORSES LIKE THAT. TODAY A IT IS THE BUILDING IS RESTORED, BUT THE NORTH SIDE OF THE BUILDING HAS BECOME A VILLAGE LIFE MUSEUM DEDICATED TO THE LIVES OF WOMEN , THE KINDS OF THINGS THAT THEY , UH DID ETCETERA AND THE OTHER SIDE OF THE BUILDING IS DEDICATED TO ALL THE THINGS YOU HAD TO DO TO KEEP A HOUSE AND A SMALL IN TOWN. OPERATION GOING, UM AND THAT INCLUDES, YOU KNOW, WASHING CLOTHES CANNING SUMMER KITCHEN BECAUSE THE GRAND HOUSE ONCE HAD A SUMMER KITCHEN. IT'S GONE, BUT IT DID HAVE ONE AT ONE TIME. SO WE HAVE ALL THAT STUFF ON DISPLAY THERE. WE ALSO HAVE A SECTION OF THAT BUILDING THAT IS USED FOR A BRIEF ORIENTATION SESSIONS BEFORE WE GIVE TOURS. SO I'M HAPPY TO REPORT THAT THAT PROJECT IS ALMOST COMPLETE. WE STILL HAVE SIGNAGE TO DO IN THE MUSEUM MUSEUM DISPLAYS THE THIRD THING IS THE EVANS BARN. LAST YEAR. WHEN I WAS HERE WE WERE IN THE PROCESS OF REDOING THE FARM MUSEUM, WHICH IS AT THE BACK OF THE OVENS, BARN. AND I'M HAPPY TO REPORT THAT THAT IS FINISHED . IT'S NOT CURRENTLY OPEN, THOUGH, BECAUSE OF THE FACT THAT THE CAKE HOUSE AND ONE OF OUR LOG STRUCTURES DOWN THERE IS CURRENTLY GETTING A MAJOR OVERHAUL AND ALL THE CONTENTS OF THE CAKE HOUSE CURRENTLY SITTING IN THE EMPTY SPACES AND THE FARM MUSEUM, HOPEFULLY, BY THE END OF THIS MONTH OR EARLY INTO THE NEXT MONTH. WE WILL HAVE THAT BUILDING OPEN TO THE PUBLIC AGAIN. THE MUSEUM. AS YOU ALL KNOW HERE, MANY OF YOU ARE INTO THE MUSEUM FAIRLY FREQUENTLY.THE MUSEUM IS IN THE HAS FINISHED A FOUR YEAR REMODELING PROJECT THAT WAS SUPPOSED TO LAST DAY ABOUT 18 MONTHS. BUT OF COURSE WE HAD THAT THING CALLED COVID IN THERE, WHICH COMPLETELY THROUGH OUR SCHEDULE OFF, BUT IT IS NOW COMPLETELY FINISHED. IF YOU HAVE NOT BEEN IN THE MUSEUM SINCE WE OPENED UP AFTER COVID. YOU WILL NOT RECOGNIZE THAT IT'S BEEN A VERY MAJOR, UM, PROJECT.
NEW ELECTRICAL SYSTEMS, NEW HEATING COOLING SYSTEMS ON NEW PAINT JOB. JUST ALL NEW CEILINGS . YOU NAME IT. IT IS A TRANSFORMED BUILDING, AND IT WAS NICE BEFORE ITS SPLENDID NOW.
AND I HAVE TO, UM, THANK TO PEOPLE PARTICULARLY READ A TRAP HAGEN AND LEANNE WATKINS, WHO ARE TWO CURATOR AT OUR MUSEUM. THEY HAVE DONE A WONDERFUL JOB. THE SIGNAGE AND OTHER THE DISPLAYS ARE WORTHY OF SOME PLACE LIKE THE OHIO HISTORICAL SOCIETY OR THE SMITHSONIAN. IT IS REALLY, REALLY WELL DONE JOBS, SO WE I FEEL GOOD THAT WE GOT THAT. PROJECT TAKEN CARE OF . AND LAST OF ALL, ONE THAT HAS BEEN HAD BEEN BOTHERING US FOR SOME TIME IS, UM WHAT WE CALL THE ORAL HISTORY PROJECT, WHICH WE'VE NOW BEEN DOING FOR ABOUT 15 YEARS W AND INTERVIEW PEOPLE WHO ARE WILL SAY PEOPLE OF CONSIDERABLE EXPERIENCE THAT'S PROBABLY THE BEST WAY TO SAY THE MOST RECENT LADY THAT WE DID WAS 98. SO I GUESS THAT GIVES YOU CONSIDERABLE EXPERIENCE. AND WE'RE GLAD TO HAVE THAT PROJECT WITH RECORD. THERE ARE CONVERSATIONS UH, ANOTHER LADY THAT WE JUST DID RECENTLY TALKED . WE USUALLY DO ABOUT AN HOUR.

AND WE INTEND DAYS HAD NINE MAJOR EVENTS AND THAT IS A REAL UNDERTAKING AND WE HAD A VERY GOOD TURNOUT BY AND LARGE. THE ONLY TIME WE WERE SLIGHTLY DISAPPOINTED WAS THE DAY WE HAD THE MUSEUM OPEN FOR A SPECIAL OPENING AND HIGHEST STATE WAS PLAYING FOOTBALL AT THE SAME TIME WE WERE OPEN. AND SO OUR ATTENDANCE WASN'T QUITE AS GOOD. BUT MANY OF THE GAME WAS OVER. THEY CAME IN LIKE A TSUNAMI, SO THAT HAS ALL BEEN SUCCESSFUL. SO IT'S BEEN A VERY GOOD YEAR. UM BUT THE PEOPLE THAT ARE ON THAT COMMITTEE FELT THAT MAYBE WE NEED A LITTLE FRESHENING. SO WE'RE GOING TO BE WORKING ON THAT IN THE COMING YEAR AND HOPEFULLY WHEN I COME BACK AND SEE YOU NEXT YEAR, WE WILL HAVE THAT DONE. FOUR THING IS, UH, THE GRAND HOUSE. AND RIGHT NOW WE'RE TOUCHING UP PAINT ON THE INSIDE OF THE HOUSE, WHERE PRE PLACES WHERE WE'VE HAD SOME DETERIORATION IN THE PAINT SURFACES AND ALSO THE GRAND HOUSES UNUSUAL FOR HISTORIC HOUSE. AND THAT WE HAVE FOUR FAMILY CLOCKS, ALL OF THEM OF THEM. AT LEAST 100 YEARS OLD. AND NONE OF THEM WERE RUNNING WHEN WE INHERITED THEM. SO WE'VE BEEN UNDERTAKING ABOUT A YEAR LONG PROJECT TO HAVE EACH OF THOSE CLOCKS COMPLETELY OVERHAULED, FINISHED HIS REST RESTORED. I'M HAPPY TO REPORT THAT THAT PROJECT IS COMING ALONG WELL, AND I'M PRETTY SURE WE'LL GET IT DONE BEFORE THE YEAR IS OVER. UM I MENTIONED THE GRAND BARGAIN SIGNAGE. THAT IS OUR FIFTH GOAL. SIX THING ASSOCIATED WITH THE GRANT BARN IS WE'VE GONE INTO THE TRANSPORTATION BUSINESS. UM WE BOUGHT ABOUT A YEAR AGO TO BUGIS. UM BOTH OF WHICH ARE 120 YEARS OR OLDER. ONE IS A STUDEBAKER. OKAY BUGGY AND THE OTHER ONE IS CURRENTLY UNKNOWN. WE'RE HOPEFUL THAT IT MIGHT BE I CAN. I WERE TALKING ABOUT THIS THIS AFTERNOON. WE'RE HOPING THAT IT WILL TURN OUT TO BE A COLUMBUS BAGGY WORKS BUGGY FROM COLUMBUS BECAUSE MANY OF THE PEOPLE THAT LIVED ON THE OTHER SIDE OF THE RIVER TRACKS OVER HERE WORKED AT COLUMBUS BODY BIKEY WORKS AND THAT WAS THE BIGGEST BUGGY MANUFACTURING THE ISLAND STATES. AND SAID THAT FOR HIS EAGLE SCOUT PROJECT YOU WOULD LIKE TO BUILD 1/19 CENTURY HERB GARDEN. AND I THOUGHT THAT SOUNDS LIKE A GOOD IDEA. SO WE SUPPORTED HIM AND HE LAID OUT A GARDEN WITH A WALK ON HERBS ON BOTH SIDES. AND WE OPENED IT ABOUT 10 YEARS AGO. UH AND, UH THAT'S WHERE THE HAPPY STORIES STOPS BECAUSE, UM. SAM VOGEL, UH, GRADUATED FROM ST CHARLES ACADEMY WITH HONORS. HE GRADUATED FROM THE UNIVERSITY OF CINCINNATI WAS HONORS GOT HIM A JOB WITH THE MOST PRESTIGIOUS ACCOUNTING FIRM AND CINCINNATI BEGAN HAVING HEADACHES AND ABOUT A YEAR LATER DIED OF BRAIN CANCER. AND SO SINCE THEN, WE HAVE REFERRED TO THE GARDEN, WHICH HAD A DIFFERENT NAME THAN THE BEGINNING. AS SAM'S GARDEN. AND SO WE HAVE WORKED OUT WITH GARDENS AGAINST. BUT THE OLD GROVE CITY HIGH SCHOOL BUILDING THAT STOOD ON PARK STREET, UM, THAT CEASED TO BE A HIGH SCHOOL QUITE A NUMBER OF YEARS AGO AND WAS TORN DOWN, I THINK IN 2002 UM WE WERE TALKING ONE DAY AMONGST OURSELVES, AND WE SUDDENLY REALIZED THAT THERE HASN'T BEEN A CLASS GRADUATED FROM PARK STREET FOR 50 YEARS, OKAY AND RAPIDLY. THOSE OF US WHO REMEMBER THAT AS BEING THE HEART OF FRIDAY NIGHTS AND ALL THE ACTIVITIES THAT GO WITH HIGH SCHOOL THAT MAYBE WE SHOULD DO SOMETHING. SO THE HISTORICAL SOCIETY AND THAT WASN'T ON MY LIST LAST YEAR BECAUSE WE HADN'T DECIDED TO DO ANYTHING. BUT WE DECIDED TO PUT THEM ON HIM OUT THERE. I'M HAPPY TO REPORT THAT IT'S INSTALLED. UM AS AN IMPROVEMENT AND PARTICIPATE IN GETTING THAT ADDRESSED FROM WHAT THEY HEARD FROM THE COUNCIL AND ADMINISTRATION IN THE PUBLIC ON THAT UM TO THAT POINT, THIS PROJECT HAS BEEN A CATALYST WITH THIS ADMINISTRATION WHERE WE'RE ABLE TO LEVERAGE THIS PROJECT.
UM AND GET AN AUDIENCE WITH OH, DOT UM, THE TOWNSHIP, THE CITY, THE DEVELOPER TO REALLY LOOK AT WHAT WAS DONE BY THE DEVELOPER UNDER THEIR TRAFFIC IMPACT, STUDY. AND LOOK AT WHAT? THAT UM ULTIMATE IMPROVEMENT SHOULD BE. SO IF WE'RE GOING TO BE LOOKING AT JUNCTION THAT DEVELOPMENT HOW TO WE WORK WITH THE DEVELOPER DO THEIR ACCESS IMPROVEMENTS BUT ALSO IMPROVE THAT INTERSECTION IMPROVEMENT. UM. THROUGHOUT JANUARY AND FEBRUARY, THERE WAS TWO MEETINGS. WITH THE DEVELOPER OF THE CITY. OH, 0.1 OF THE MEETINGS. THE TOWNSHIP ALSO ATTENDED. TO KIND OF GO OVER THE TRAFFIC IN THIS AREA, NOT SPECIFIC TO THIS DEVELOPMENT BEFORE THE REGIONAL GROWTH. UM IN CONJUNCTION WITH THOSE DISCUSSIONS, YOU KNOW, DOT IDENTIFIED AND KIND OF LAID OUT WHAT THEIR REGIONAL IMPROVEMENTS ARE KIND OF WHAT MORRISSEY IS WORKING ON, WHICH IS KIND OF MORSI HAS WHAT THEY CALL THE RICKENBACKER ACCESS PLANS, SO THE GOAL IS TO DO IMPROVEMENTS ON 23 ON. 7 62 TO GET TRAFFIC RELATIVE THE SOUTH ALONG 70 62 OR 23 AROUND RICKENBACKER. I THINK THIS YEAR BE MOVING AHEAD WITH A 2 70 23 INTERSECTION IMPROVEMENTS TO IMPROVE THAT CAPACITY AGAIN UNDERSTANDING THAT THE GROWTH UM, THAT'S OCCURRING. THAT'S REALLY AFFECTING THIS INTERSECTION ISN'T JUST THIS DEVELOPMENT. IT'S A REGIONAL ISSUE. WHICH WITH THE DEVELOPMENT OF AMERICAN BOXER TO THE TO THE EAST, AND ALSO TO THE SOUTH AND COMMERCIAL POINT AND HOW THE TRAFFIC IS COMING THROUGH. SO IN THE COORDINATION WITH OH, DOT OH, DOT AGREED TO DO A TRAFFIC STUDY ALONG THE ONE OF 46 65 STUDY THAT WE COULD BUILD UPON WHAT PULTE PROVIDED FOR THE TERRIFIC TRAFFIC IMPACT STUDY. AND WHAT THEIR STATE THEY LOOKED AT A 10 YEAR HORIZON. SO WHETHER 10 YEAR HORIZON LOOK AND PROJECTING TRAFFIC OVER 10 YEARS, REALLY THE ONLY IMPROVEMENT THAT WAS IDENTIFIED WAS ON 6 65 AND EASTBOUND, RIGHT, TURNLEY. UM AND THAT'S WHAT WAS SHOWN ON THIS EXHIBIT. IN COORDINATING WITH OH, DOT WE, WE JUST ADMINISTRATION IN THE IN THE DEVELOPER ASKED, WHAT'S THE ULTIMATE IMPROVEMENT? LET'S EVALUATE THAT, SO IF WE'RE GOING TO BE OUT THERE DOING THESE IMPROVEMENTS, LET'S DO IT ONCE.
UM IN CONJUNCTION WITH THOSE DISCUSSIONS. YOU KNOW WHAT? OH DOT HAS PROVIDED BACK, UM TO THE DEVELOPMENT TEAM INTO THE CITY. WAS THEY PROVIDED SOME TRAFFIC AND, UH, INTERSECTION IMPROVEMENTS. FOR US TO EVALUATE GEOMETRICALLY TO SEE HOW IT WOULD FIT. SO WHAT? WHAT THEY EVALUATED WAS IN ADDITION TO THAT. THAT EASTBOUND 6 65 RIGHT. TURN LANE SOUTH UNDER 104. THAT THERE SHOULD ALSO BE A WESTBOUND. UM LEFT TURN LANE ON 6 65. SO IN CONJUNCTION WITH THAT AS YOU'RE AS YOU'RE GOING WESTBOUND. THERE. IT LINES UP THAT YOU HAVE TO SHIP THE ROAD FOR THE TURNING MOVEMENTS SO THAT WOULD FACILITATE ALSO EASTBOUND ON 6 65 A LEFT TURN

TRYING TO DEFINE WHAT THE PROJECT WOULD BE, UM, NO PAVEMENT WIDENING TO FACILITATE THOSE LANES ESTIMATED CONSTRUCTION COST TO MAKE SURE THE WAY WE WERE PROPOSING THE WIDENING WE WEREN'T ON A FULL RECONSTRUCTION. WE'RE JUST GOING TO WIDENING OF THE PAVEMENT, FACILITATE THE TURN LANES. THAT THAT WAS ACCEPTABLE TO OH DOT UM , THEY GAVE US THE VERBAL. YEAH, THAT LOOKS GREAT. COST. TESTAMENT LOOKS WELL, UM, THE STACKING LENGTHS. EVERYTHING THAT WE PROVIDED ON THAT EXHIBIT IS EXCESSIVE ACCEPTABLE. THEY WERE JUST RUNNING IT THROUGH FINAL APPROVAL THROUGH THE DISTRICT SIX THAT WE'RE WAITING FOR, AND FROM THERE, WE CAN MOVE FORWARD. WITH THAT IMPROVEMENT. UM. MORE COST ESTIMATE WAS ABOUT $2.8 MILLION IN TOTAL CONSTRUCTION COSTS ON THAT PROJECT. UM WITH THAT. YOU KNOW, THE CHALLENGE IS HOW DOES THE PROJECT FUNDED? UM IT IS OUTSIDE THAT INTERSECTIONS OUTSIDE OF GROUP CITY CITY LIMITS. IT'S AN O DOT JURISDICTION. UM. SIMILAR PROJECTS LIKE THIS THAT THE CITY HAS LED, YOU KNOW, WE WE'VE DONE IT AS A LOCAL PROJECT AND JUST GOT A PERMIT TO CONSTRUCT WITHIN. NO, NOT RIGHT AWAY. UM SO THERE WAS SOME OPTIONS ON THE TABLE THAT THE DEVELOPER IN THE CITY ADMINISTRATION ARE DISCUSSING ON HOW THE PROJECT PROCEEDS, BUT FROM A COST SIDE, WE'VE IDENTIFIED WHAT THE IMPROVEMENTS SHOULD BE FROM A REGIONAL STANDPOINT THAT DEGREES . YOU KNOW THE CITY'S ADMINISTRATION. HE MAKES TO LOOK AT IT, WE, IT SUPPORTS THE TRAFFIC MOVEMENTS AND THEN I THINK THE DEVELOPER THROUGH. THE RAPPERS IDENTIFY THAT THAT ALSO WORKS IN CONJUNCTION WITH THEIR DEVELOPMENT. UM TIMING OF IMPROVEMENT IS AND I THINK THAT THE IMPORTANT THING THAT WE'RE LOOKING AT IS THAT INTER INTERSECTION IMPROVEMENT.INTERACT A LITTLE BIT WITH THAT FIRST, UM, ACCESS POINT ON 6 65 JUST EAST OF 104. SO IDENTIFYING THAT AND TRYING TO COORDINATE THOSE PROJECTS THAT THAT THOSE IMPROVEMENTS CAN BE DONE CONCURRENTLY IS SOMETHING THAT WE, THE ADMINISTRATION AND THE DEVELOPER OF TALKING ABOUT UM, TO MINIMIZE THE IMPACT OF THE TRAFFIC TO THE TO THE TRAVELING TRAFFIC, THE MAINTENANCE OF TRAFFIC AND IT, UM, ELIMINATE ANY OPPORTUNITIES WHERE WE MIGHT INSTALL SOME PAYMENT AND JUST BE REMOVED BY THE NEXT PROJECT SO AGAIN FROM A VALUE ENGINEERING COST CONSIDERATION. IT'S SOMETHING THAT'S BEING EVALUATED. SO WHERE WE STAND RIGHT NOW? WE ANTICIPATE THIS WEEK GETTING FINAL FEEDBACK FROM OH, DOT WE DON'T ANTICIPATE ANY CHANGES FROM WHAT WAS PRESENTED.
AT THAT POINT. THAT DOCUMENT WILL BE OFFICIALLY SUBMITTED TO THE CITY PROBABLY MEMORANDUM IDENTIFYING WHAT WAS LOOKED AT WHAT THE DESIGN CRITERIA WAS. AND THEN WHAT DOES IMPROVEMENTS IN COST WERE MHM SUBSEQUENT TO THAT THE ADMINISTRATION HAD DISCUSSION LAST WEEK JUST REGARDING SOME OF THE COST CONSIDERATIONS. YOU KNOW, LIKE MR BARROSO, IF YOU WANT TO GIVE AN UPDATE ON ON THAT THOSE DISCUSSIONS SURE. THANKS, MIKE. UM IN TERMS OF A PROJECT OF THIS MAGNITUDE. CERTAINLY THE LARGEST CHALLENGES FUNDING THE PROJECT, AS INDICATED PROJECTS APPROXIMATELY $3 MILLION FOR A PROJECT THAT IS NOT WITHIN OUR JURISDICTION. SO WHAT WE'RE PROPOSING AT THIS POINT, AND IT'S STILL IN THE DRAFT STAGES IS TO, UH, ESTABLISHED TIP, TEXT INCREMENT FINANCING, AND WHAT THAT DOES IS REDIRECT SOME PROPERTY TAXES FROM VARIOUS JURISDICTIONS TO THE PROJECT AREA. THE PROPOSAL NOW IS A NON SCHOOL TIP THEY WOULD NOT BE AFFECTED. THE ONLY ONES THAT WOULD BE AFFECTED THE CITY THAT COUNTY AND THE TOWNSHIP WITHIN THE COUNTY AND THE TOWNSHIP THERE ARE PROTECTED LEVIES. FOR EXAMPLE, CERTAIN FIRE LEVIES ARE PROTECTED SO WE WOULDN'T RECEIVE THAT MONEY. SO IN TERMS OF GETTING THAT REVENUE TO PAY FOR THE PROJECT. AND WE'RE LOOKING AT TOTAL BUILD OUT OF THE PROJECT. APPROXIMATELY 360 UNITS IF WE TAKE AN AVERAGE COST FOR EACH OF THOSE UNITS, APPROXIMATELY $400,000 THAT NEW CONSTRUCTION IS APPROXIMATELY $162 MILLION. YOUR TAX ON 35% OF THAT VALUE. SO USING A RULE OF THUMB RIGHT NOW, THE FULL TAX ON THE RESIDENTIAL HOME IS APPROXIMATELY 68 MILLS TAKING

OUT THE SCHOOL TAKING OUT PROTECTIVE LEVEES LEAVES APPROXIMATELY 25 MILLS TO BE COLLECTED. WHEN THAT DEVELOPMENT IS BUILT OUT, IN TOTAL, IT WOULD GENERATE $1.4 MILLION A YEAR FOR IMPROVEMENTS. POTENTIALLY NOT ONLY DID THE INTERSECTION AS WE JUST SPOKE ABOUT THAT IMPROVEMENTS TO THE ADDITIONAL AREAS OF 6 65. SO, UM I THINK IT'S IMPORTANT TO NOTE THAT FULL TIER STEPPED UP AND IN TERMS OF THE FINANCING OF IT. THEY'VE AGREED TENTATIVELY. TO PUT UP UP FRONT $229,000 FOR THE INITIAL ENGINEERING. $100,000 FOR THE RIGHT OF WAY AND EACH PURCHASE.IN $750,000 TOWARDS ROAD CONSTRUCTION AND AGAIN, IT'S MIKE IDENTIFIED THEY WEREN'T REQUIRED TO DO ANY IMPROVEMENTS UNDER THEIR TRAFFIC STUDY, EXCEPT I BELIEVE IT WAS 9% OF THE TURN LANE EASTBOUND. ON 6 65. SO THEIR TOTAL COMP CONTRIBUTION UP FRONT WOULD BE $1,079,000. NOW WITH THAT TIVE UH, THEY WOULD BE REIMBURSED TOTAL OF $861,000 DUE TO THE SUMMIT OF THE REQUIREMENTS THAT ARE NECESSARY FOR THEIR DEVELOPMENT. THE CITY WOULD THEN, UH, PORTION WOULD BE APPROXIMATELY $2.3 MILLION.
