ALRIGHT I'LL TRY TO BE LOUDER. SORRY UM, SO HOW THE ANNEXATION WORKS UNDER OHIO LAW IS THE FIRST STEP IS THEY HAVE TO FILE AN APPLICATION WITH THE COUNTY. THE COUNTY HAS TO APPROVE ALL ANNEXATIONS AS PART OF THAT PROCESS. THE COUNTY AND STATE LAW REQUIRES US TO PASS THIS RESOLUTION, WHICH FRANKLY, THIS COUNCIL DOESN'T HAVE A CHOICE BUT TO PASS BUT IT DOESN'T MEAN ANYTHING. THIS IS JUST A STEP IN THE PROCESS. THIS WILL BE SET FOR AN ANNEXATION HEARING IN FRONT OF FRANKLIN COUNTY IF THEY MEET THE REQUIREMENTS OF THE ANNEXATION, FRANKLIN COUNTY HAS TO APPROVE IT. WHICH DOESN'T MEAN ANYTHING YET BECAUSE THEN IT HAS TO COME BACK TO GROWTH CITY. IT HAS TO SIT FOR A CERTAIN PERIOD OF TIME. AND THEN THIS COUNSEL WILL BE ASKED TO ACCEPT IT. IF THEY ACCEPT IT, IT WILL FALL UNDER GROWTH CITY ZONING. OUR ZONING, FRANKLY, IN MY OPINION IS A LOT MORE STRINGENT THAN BOTH THE TOWNSHIP AND THE COUNTY SO THEY WOULD HAVE TO LIVE WITH OUR ZONING. UM AND THEY WOULD HAVE TO CONFORM WITH THE ZONING CODE IN GROVE CITY, AND RIGHT NOW IT'S ZONED OUR RESIDENTIAL SO IT WILL BE ANNEXED TO GROW CITY AS A RESIDENTIAL PROPERTY BECAUSE THAT IS THE MOST LIKE WHAT THEY HAVE IN THE TOWNSHIP RIGHT NOW. AND THEN THEY WOULD HAVE TO LIVE WITH OUR ONE ZONING. NOW THEY COULD ALWAYS ASKED TO CHANGE THE ZONING. THEY'RE ALWAYS ALLOWED TO DO THAT. BUT IT DOESN'T NECESSARILY MEAN WE WILL. BUT THIS STEP HERE LIKE I SAID, IT MEANS NOTHING. THIS LITERALLY IS JUST A STEP UNDER OHIO LAW THAT WE HAVE TO DO TO GET THE PROCESS ROLLING. UM I MEAN THIS COUNCIL AND I TOLD THEM THIS IN CAUCUS THEY CAN'T SAY NO TO THIS EVEN IF THEY WANTED TO, BUT WHERE THEY HAVE THE ULTIMATE CONTROL IS WHERE IT COMES BACK BEFORE THEM, AND THEY WILL EITHER VOTE TO ACCEPT IT OR REJECT IT AND LEAVE IT IN THE TOWNSHIP. WELL IN THE MEANTIME, THE CITY OF GRIFF CITY HAS ABSOLUTELY NO CONTROL OVER ANYTHING THAT GOES ON IN THE PROPERTY. THE TOWNSHIP WOULD HAVE TO TAKE THE LEAD ON ANY ENFORCEMENT ACTION. AND ANYTHING THAT GOES THROUGH THE COURT PROCESS TO GET DATES TENDS TO TAKE FOREVER. I FEEL YOUR PAIN ON THAT BECAUSE I'M USUALLY THE ONE SHOVING THESE THROUGH THE COURTS, AND IT'S TERRIBLE PROCESS. OKAY? WELL AND LIKE I SAID, ULTIMATELY, WHAT THEY'RE ASKING FOR IS TO COME INTO THE CITY, WHICH WOULD GIVE US MORE CONTROL OVER EVERYTHING THEY DO ON THE PROPERTY.
