THE APPLICANTS REQUESTING APPROVAL OF A DEVELOPMENT PLAN FOR A NEW 14,972 SQUARE FOOT MAINTENANCE BUILDING AT THE GROVE CITY SERVICE DEPARTMENT COMPLEX AT 30 TO 62 VENTURA BOULEVARD. ONCE ACTED UPON BY PLANNING COMMISSION, THE APPLICATION WILL GO BEFORE CITY COUNCIL FOR FINAL APPROVAL. THE PROPOSED BUILDING WILL BE LOCATED ALONG THE NORTHERN PROPERTY LINE AND THE LOCATION OF THE EXISTING BUILDING, WHICH WILL BE DEMOLISHED. WE REALLY SEE THIS AS A GREAT OPPORTUNITY TO CAPITALIZE ON THE MOMENTUM THAT WE'VE SEEN WITH PRIVATE DEVELOPMENTS IN THE AREA OF THE MOUNT CARAMEL HOSPITAL AND THE OTHER AREA MEDICAL OFFICES. AND WHILE THIS AREA HAS GREAT VISIBILITY FROM THE HIGHWAY, IT REALLY LACKS THAT SAFE ACCESS IN THE UTILITIES FOR IT TO BE A REALLY FEASIBLE SITE, SO A REALLY KEY COMPONENT TO ACTIVATE THIS LAND FOR DEVELOPMENT IS THE INTRODUCTION OF A NEW OVERPASS. THIS WILL REALLY CREATE THE POTENTIAL FOR A MEDICAL AND TECHNOLOGY CAMPUS, WHICH WOULD REALLY BRIDGE THE NEW DEVELOPMENTS ON THE WEST SIDE OF 71 TO THOSE EXISTING ON THE EAST SIDE. AND TWO MORE FORMALLY START THE WORK. WE REALLY STARTED IT IN 2022 WHEN WE ANNEX MORE THAN 500 ACRES IN THE AREA.WE ALSO EXPANDED THE EXISTING SCIARRA. AND SINCE THEN, WE'VE BEEN WORKING WITH AREA PROPERTY OWNERS ON HOW THEIR PROJECTS CAN ADVANCE THE VISION FOR THE AREA. EXCELLENT THANK YOU. SO THIS SLIDE SHOWS THE ENTIRE SOUTHWEST GATEWAY AREA WITH A LITTLE BIT MORE DETAIL AND HIGHLIGHTING THE TARGETED LAND USES FOR THIS AREA . I THINK THIS MAP ALSO DOES A REALLY GOOD JOB OF SHOWING JUST THE SCOPE AND THE SIZE OF THE AREA THAT WE'RE EXAMINING AND PLANNING FOR. I THINK IT ALSO SHOWS THE IMPORTANCE OF THAT OVERPASS AND THE FUTURE INFRASTRUCTURE TO REALLY OPEN UP THAT LAND FOR THE POTENTIAL FOR A MIX OF USES. THAT REALLY WOULD OTHERWISE NOT BE FEASIBLE WITHOUT THAT WROTE THE OVERPASS AND THE INFRASTRUCTURE. THIS INCLUDES NOT ONLY THE POTENTIAL FOR HIGHER PAYING JOBS WITH A MORE DIRECT CONNECTION TO THOSE MEDICAL OFFICES ON THE EAST SIDE OF 71, BUT ALSO MIXED USE AND COMMERCIAL AREAS THAT WOULD REALLY BE CATERED TO SUPPORTING THE BUSINESSES AND THE JOBS THAT ARE LOCATED ON THE WEST SIDE OF 71. AND THEN OBVIOUSLY THE AREA RESIDENTS AS WELL. THE PLANNED OVERPASS WOULD CREATE A KEY CONNECTION BETWEEN OUR GROWING COMMUNITY. THE RESIDENTIAL AREAS THAT WE'RE SEEING DEVELOPED CURRENTLY IN THE SOUTHEAST PORTION OF THE COMMUNITY TO THE LARGER CITY, THE AREAS TO THE NORTH AND THE NORTHWEST AREAS SUCH AS FRIAR PARK, WINDSOR PARK , THE TOWN CENTER BULA PARK. THE CONNECTION WOULD ALSO REALLY HELP REDUCE TRAFFIC CONGESTION AND TAKE THE BURDEN OFF OUR EXISTING ROADWAYS. PARTICULARLY HOOVER ROAD. IF ANYONE HAS BEEN ON THE SOUTH SIDE OF GROVE CITY, TRYING TO GET NORTH DURING GROVE CITY, HIGH SCHOOL WORKERS CITY CHRISTIAN HIGH SCHOOL, PICK UP OR DROP OFF. IT'S A BIT OF A CHALLENGE, SO I THINK THIS WILL BE A WELCOME OPPORTUNITY FOR ANOTHER CONNECTION AND ALTERNATIVE OPTIONS TO GET AROUND THE COMMUNITY GROUPS. CITY ONLY HAS FOUR CONNECTIONS ACROSS 71, 2 OF WHICH ARE ASSOCIATED WITH HIGHWAY INTERCHANGES. SO THIS FIFTH OPTION AND CONNECTION REALLY OPENS UP A LOT IN TERMS OF GIVING RESIDENTS BETTER TRANSPORTATION OPTIONS AND TO DISSEMINATE TRAFFIC BETTER THROUGHOUT THE COMMUNITY. I DO ALSO WANT TO NOTE THAT THIS OVERPASS IS BEING DESIGNED WITH BIKE WEIGHS IN TRAILS IN MIND, NOTING THE GROWTH THE GROWING TRAIL NETWORK ON THE EAST SIDE OF 71. AND THE RESTAURANTS AND DINING THERE WOULD BE AVAILABLE IN THESE NEW DEVELOPMENTS. I'M TAKING A STEP BACK. IT IS REALLY IMPORTANT TO NOTE THIS AREA'S POSITION IN TERMS OF REGIONAL DEVELOPMENT. AND THEN IT'LL GROW ASSUMING ALL THE INFRASTRUCTURE GETS IN WHEN WE HOPE IT WILL TO ABOUT 4.3 MILLION. THAT'S A SIGNIFICANT AMOUNT THAT HELP STABILIZE AND HELP THE CITY GO INTO THE FUTURE, PROVIDING THE SERVICES THAT ARE RESIDENTS EXPECT, UM THERE'S ALSO A DIFFERENT REVENUE STREAM FROM THE N C. A. AND THE N C A HAS ITS OWN EXPENSES IT HAS TO COVER BUT THAT REVENUE STREAM WILL, UH, GENERATE I ESTIMATING ABOUT $2 MILLION IN EXCESS FUNDING, BUT THAT'S RESTRICTED AND HAS TO BE SPENT BENEFITING THE N C. THE PROJECT IS BEING PROPOSED TO BE DIVIDED INTO FIVE PARTS, AND THAT'S FOR A COUPLE OF REASONS. IT'S STRATEGICALLY DONE FOR BOTH PHASING OF THE IMPROVEMENTS BUT THEN ALSO TO TRY TO MAXIMIZE OPPORTUNITIES FOR OUTSIDE FUNDING SOURCES. TO HELP FUND THESE IMPROVEMENTS. ALL KIND OF WALK THROUGH EACH OF ONE OF THEM PRETTY QUICKLY HERE AND THEN THE SUBSEQUENT SIDES TALK ABOUT THEM IN A LITTLE BIT MORE DETAIL AS WELL. SO PART ONE IS THE NORTH MEADOWS DRIVE REALIGNMENT. AND THAT'S AN ENABLING PROJECT THAT'S REALLY NEEDED TO OCCUR PRIOR TO THE OVERPASS OVER INTERSTATE 71. AND SO THAT PROJECT IS SOMETHING THAT THE CITY IS MOVING FORWARD ON RIGHT NOW, WITH ENGINEERING STARTING HERE IN THE BEGINNING OF 2024.PART TWO IS EAST WEST CONNECTOR BETWEEN HOOVER ROAD AND THE RELOCATED NORTH MEADOWS DRIVE.
THAT PROJECT IS SOMETHING THAT WE'RE ACTIVELY COORDINATING WITH THE BUCKEYE RANCH ON RIGHT NOW BECAUSE IT EXTENDS THROUGH A PORTION OF THEIR PROPERTY, AND IT'S ALSO GOING TO HELP BENEFIT SOME OF THE REDEVELOPMENT GOALS THAT THEY HAVE FOR THEIR LAND AS WELL. SO THAT PROJECT IS BEING DONE IN COORDINATION WITH THEM AND WOULD LIKELY FOLLOW THE NORTH MEADOWS DRIVE REALIGNMENT.
THE OVERPASS PROJECT, OF COURSE, IS THE MOST EXPENSIVE FROM A COST PERSPECTIVE. OBVIOUSLY WHEN WE'RE SPENDING I 71 WITH A NEW BRIDGE. UM THAT PROJECT IS PROJECTED IN THE 2827 THROUGH 2030 TIME FRAME. HAS SHOWN ON THE SLIDE HERE. THE CITY'S ACTUALLY ALREADY RECEIVED FEDERAL FUNDING IN THE AMOUNT OF $4 MILLION TO HELP ADVANCE SOME OF THE PRELIMINARY ENGINEERING ON THAT PROJECT. UM THE PARTS FOUR AND FIVE OF THOSE ARE ON THE WEST SIDE OF I 71 AND REALLY THOSE ROADWAYS WOULD HELP RECONNECT THIS SOUTHWEST REGIONAL MEDICAL AND INNOVATION GATEWAY BACK INTO THE NEIGHBORHOODS AND SOME OF THE OTHER DEVELOPMENT, RESIDENTIAL DEVELOPMENT THAT'S HAPPENING IN THE CITY CONNECTING BACK UP TO ORDERS ROAD AND THOSE WOULD REALLY BE DEPENDENT ON DEVELOPMENT. UM THEY OCCUR AS DEVELOPMENT OCCURS IN THAT PARTICULAR PART OF THE PART OF THE OVERALL GATEWAY. THERE ARE TWO ANCILLARY PROJECTS THAT ARE SHOWN ON THIS SLIDE AS WELL. AND THOSE ARE THINGS THAT THE CITY'S ADVANCING. CURRENTLY BIRCH BARK TRAIL IS JUST A VERY SMALL EXTENSION OF BIRCH BARK ROAD FROM HOOVER RODE INTO THE PROPOSED DEVELOPMENT AREA, AND THAT PROJECT IS ACTUALLY ONGOING . NOW UM AND THEN THE QUAIL CREEK DRIVE EXTENSION IS SOMETHING THAT WE'RE EXPLORING RIGHT NOW WITH SOME PRELIMINARY ENGINEERING. UM, MOVING ON TO THE NEXT SLIDE. THE OVERALL COST OF. THE FIVE OR EXCUSE ME THAT, YEAH, THE FIVE MAIN PARTS OF THE PROJECT IS APPROXIMATELY $56 MILLION. UM AND THERE'S MANY THINGS THAT WE'VE DONE TODAY TO TRY TO SET THIS PROJECT UP FOR SUCCESS FROM AN OUTSIDE FUNDING PERSPECTIVE. THE FIRST THING IS, THE PROJECT HAS BEEN INCLUDED ON THE MIDDLE, HIGHER REGIONAL PLANNING COMMISSIONS, METROPOLITAN TRANSPORTATION PLAN. AND THAT MAKES IT ELIGIBLE FOR FEDERAL FUNDING. AND I KNOW THAT THE CITY JUST RECENTLY WAS IT YESTERDAY MET WITH MIDDLE OHIO REGIONAL PLANNING COMMISSION TO TALK ABOUT THE PROJECT AS WELL. SO UM, I KNOW THAT MORE BSI IS EXCITED ABOUT THE PROJECT AND PROMOTING IT. AH UM TO THE FEDERAL FUNDING PARTNERS. UM IN ADDITION, NORTH MEADOWS DRIVE PART ONE OF THE FIVE PART PROJECT HAS BEEN FUNDED THROUGH THE OHIO PUBLIC WORKS COMMISSION. SO THAT PROJECTS RECEIVED ABOUT $4 MILLION IN GRANT AND LOAN THROUGH OH, PWC. AND THAT PROJECT IN LIKE I SAID, JUST STARTING DESIGN RIGHT NOW. IT WILL BE CONSTRUCTED IN 2025. AND THEN UH, YOU KNOW THE REMAINING APPROXIMATELY $19.7 MILLION. THERE'S AN ADDITIONAL FEDERAL FUNDING REQUESTS THAT YOU KNOW, WE'RE GOING TO BE MOVING FORWARD WITH THE PROJECT HAS QUITE A BIT OF MOMENTUM. AND SO WE'RE PRETTY OPTIMISTIC THAT AS AS WE ADVANCE THROUGH PRELIMINARY ENGINEERING AND THROUGH DEVELOPMENT OF THE PROJECT THAT ADDITIONAL FUNDING OPPORTUNITIES WILL BE MADE AVAILABLE TO THE CITY.

NOW. UH LIKEWISE, THE QUAIL CREEK BOULEVARD EXTENSION. WE'RE WORKING ON PRELIMINARY ENGINEERING ON THAT PROJECT, WHICH WILL, UH, DEFINE THE ROADWAY ALIGNMENT. AND SOME OF THE UTILITY EXTENSIONS. UM ALONG QUAIL CREEK BOULEVARD, AND WE'RE GETTING TO THE 30% STAGE THAT WE CAN COORDINATE WITH PROPERTY OWNERS LIKE THE SHOPPING CENTER, KROGER, THE DEVELOPER THERE THAT'S LOCATED BETWEEN THE BUCKET GROVE SHOPPING CENTER AND , UM, BUCKEYE RANCH PROPERTY.AND SO WE'RE WORKING WITH THOSE PARTNERS ON LAND ACQUISITION AND RIGHTS RIGHT AWAY FOR THAT ROADWAY EXTENSION. AND LIKELY WILL CONTINUE WITH ENGINEERING AND CONSTRUCTION INTO 2025 ON THAT PROJECT. NEXT SLIDE. UM SO PARTS ONE AND TWO ARE SHOWN HERE AGAIN. LIKE I SAID THE NORTH MEADOWS DRIVE RELOCATION IS A LITTLE OVER $6 MILLION.04 MILLION DOLLARS HAS BEEN ACQUIRED FROM OHIO PUBLIC WORKS COMMISSION. THAT PROJECT WILL BE DESIGNED IN 2024 AND CONSTRUCTED IN 2025. AND THAT'S REALLY NEEDED AHEAD OF THE HEAD OF THE OVERPASS. LIKE I SAID, UM, WE NEED TO PUSH THAT ROADWAY TO THE EAST TO CREATE SPACE FOR THE ROADWAY THAT'S GOING TO ULTIMATELY RAMP UP AND OVER. I 71 TO HAVE A ROOM TO HAVE THAT INCLINE IN GRADE. AH AGAIN, HOOVER ROAD. UH, TO NORTH MEADOWS CONNECTION. THAT'S A PROJECT THAT WE'RE GOING TO BE COORDINATING WITH THE RANCH ON AND HAVE ALREADY BEEN IN COMMUNICATION WITH THEM. NEXT SLIDE. UM YOU KNOW, AS I SAID, OF COURSE, THE OVERPASS BEING THE MOST EXPENSIVE PIECE OF THE PUZZLE. UM AT NEARLY $25 MILLION , THE CITY HAS INVESTED APPROXIMATELY $200,000 TO DATE AND THAT WAS FOR AN O DOT FEASIBILITY STUDY AND A STRUCTURE TYPE STUDIES. SO WE'VE ALREADY DONE TWO STUDIES THAT HAVE BEEN SUBMITTED TO OH, DOT TO EVALUATE THE FEASIBILITY OF THE PROJECT AND ALSO TO DETERMINE YOU KNOW WHAT TYPE OF BRIDGE TO PUT OVER. I 71 AND THOSE WERE SUBMITTED LAST SUMMER IN A AND APPROVED UM AND SO THE NEXT STEP IS THIS FEDERAL FUNDING THAT WAS INCLUDED IN THE TRANSPORTATION BILL THROUGH COORDINATION WITH REPRESENTATIVE MIKE CAREY'S OFFICE? THAT $4 MILLION WE ANTICIPATE WILL BE AVAILABLE TO THE CITY SOMETIME THIS SUMMER, AND AT THAT POINT PRELIMINARY ENGINEERING AND LAND ACQUISITION ACTIVITIES WILL COMMENCE FOR THE OVERPASS PORTION OF THE PROJECT. AND THE FINAL TWO PIECES OF THE FIVE PART PROJECT AGAIN. IT REALLY DEVELOPMENT DRIVEN AS DEVELOPMENT EXTENDS, UM ACROSS 71 AND THEN AND THEN TO THE NORTH. ONE OF THE ROADWAYS APART FOR IS JUST RECONNECTING ON ROAD. UM BACK INTO EXISTING HOME ROAD JUST SOUTH OF THE HAN AND ORDERS AROUND ABOUT AND THEN PART FIVE IS A NEW ROADWAY. UM, THAT YOU KNOW, WOULD LIKELY BE NECESSARY TO HELP EXTEND UTILITIES AND ROADWAY INFRASTRUCTURE INTO THE DEVELOPMENT AREA. TIME FRAME ON THOSE THAT ARE SORT OF BASED ON DEVELOPMENT. I THINK THAT IS MY LAST SLIDE. BACK OVER TO KIM. SO UM, I THINK YOU KNOW, THIS PRESENTATION SHOWS THAT THERE'S A LOT OF BIG PICTURE PIECES THAT ARE COMING TOGETHER. SO THE BOOK I RANCH, KROGER, THE DEVELOPER OF THE KEENELAND PLACE APARTMENTS, ALL THOSE CONVERSATIONS WILL CONTINUE TO HAPPEN. THE PROPERTY OWNERS ON THE WEST SIDE WERE IN ACTIVE DISCUSSIONS WITH BUT IT'S ALSO IMPORTANT AT THIS STAGE TO KIND OF TAKE A STEP BACK TO AND MAKE SURE THAT WE'RE GROWING IN LINE WITH WHAT WE HAD IDENTIFIED IN THE GROWTH CITY 2050 PLAN. A BIG INITIATIVE WE'RE UNDERTAKING THIS YEAR IS ALSO LOOKING AT UPDATING THAT PLAN. IT'S BEEN FIVE YEARS SINCE WE PASSED IT, WHICH IS A LITTLE HARD TO BELIEVE, BUT WE JUST WANT TO MAKE SURE WE'RE LOOKING AT NOTING HOW MUCH HAS CHANGED IN THE PAST FIVE YEARS THAT WE'RE STILL GROWING THE WAY THAT WE WANT TO.
