SO IMMEDIATELY OUR ATTENTION TURNED TO THE SOUTHWEST, AND WE STARTED JUST TRYING TO UNDERSTAND HOW TO BEST CONNECT THE EAST AND WEST SIDES OF GROVE CITY, HOW TO BEST ACTIVATE THE APPROXIMATE 900 ACRES ACROSS THE STREET FROM THE LANDFILL AND SWACO. SO WHAT WE DID INITIALLY WAS WE WENT OUT TO UNDERSTAND WHAT AREAS WE WERE REALLY TALKING, TALKING ABOUT. SO WE SPENT ABOUT A YEAR, YEAR AND A HALF TALKING TO THE PROPERTY OWNERS TO SEE WHAT THEIR THEIR TEMPERATURE WAS IN TERMS OF BEING ANNEXED AND BEING ENTERED TO A CRA AND NCA. SO ONCE WE KIND OF SOLIDIFIED KNOWING WHERE WE CAN GROW, WHERE OUR OPPORTUNITIES WERE AT AND HOW WE CAN BEST LEVERAGE OUR PLANNING INITIATIVES, THEN WE TOOK THE NEXT STEP TO REALLY UNDERSTAND WHAT THAT MIGHT YIELD IN TERMS OF JOBS. SO ESSENTIALLY WHAT WE DID IS WE LOOKED AT THE RATE AND DENSITY THAT WE'VE BEEN DEVELOPING IN GROVE CITY FROM A [00:40:03] NONRESIDENTIAL PERSPECTIVE, AND WE'RE CONSERVATIVELY ESTIMATING ABOUT 6000 JOBS BEING CREATED IN THAT SOUTHWEST AREA. SO WANT TO MAKE IT CLEAR THAT OUR INTENTION WAS TO HAVE CONVERSATIONS WITH PROPERTY OWNERS, NOT TO INFLUENCE THEM, BUT TO EDUCATE THEM IN TERMS OF WHAT OUR INTENTION WAS, WHAT OUR VISION WAS. AND THEN WE WANTED TO MAKE SURE WE TALKED TO BOTH THE WEST SIDE AND EAST SIDE. 71. REALLY, CRITICALLY SPEAKING ABOUT THE LARGER, LARGER PARCELS THAT WOULD ALLOW US TO DO KIND OF IMPACTFUL PROJECTS. SO ONCE WE HAD KIND OF THAT FUNDAMENTAL BACKGROUND SET, WE COULD WE WERE ABLE TO START TALKING TO EMERGENT ABOUT HOW DO WE UNDERSTAND THE CAPACITIES AND LIMITATIONS WITH THE UTILITIES, TRANSPORTATION ACCESS. SO WHAT I'M GOING TO WALK THROUGH IS JUST A DESCRIPTION AND OVERVIEW OF THE 4 OR 5 MAIN TRANSPORTATION OR ROADWAY IMPROVEMENT PROJECTS THAT THE CITY'S MOVING FORWARD WITH, OR AT LEAST ADVANCING IN ORDER TO CREATE THAT CONNECTIVITY ACROSS I-71 AND ALSO CONNECT INTO MAIN THOROUGHFARES ON THE EAST SIDE OF I 71 AT HOOVER ROAD AND QUAIL CREEK BOULEVARD, AND ON THE WEST SIDE OF 71, TYING BACK INTO HAHN ROAD AND ORDERS ROAD. AND SO THIS SLIDE HAS A LOT OF INFORMATION ON IT. YOU KNOW, BASICALLY, LIKE I SAID, WE'VE KIND OF ESTABLISHED 4 OR 5 MAIN PROJECTS. AND THE RATIONALE FOR DIVIDING THE PROJECTS UP THE WAY THEY ARE ARE ONE OF A COUPLE THINGS. THERE'S A VARIETY OF FACTORS THAT WE WEIGH WHEN WE DO THAT, BUT ONE OF THEM IS OBVIOUSLY THE SEQUENCE OF EVENTS, THE SCHEDULE. WE'RE LOOKING TO COMPLETE THESE PROJECTS OVER THE COURSE OF THE NEXT 5 OR 6 YEARS. AND SO SOMETIMES THE PROJECT THAT YOU SEE HERE MIGHT START OR STOP WHERE IT DOES BASED ON THE TIMING AT WHICH WE NEED TO DO THE PROJECT AND THE SCHEDULE. OTHER REASONS ARE JUST LOGICAL TERMINI ENDING A PROJECT AT AN INTERSECTION, THINGS LIKE THAT. BUT THEN ALSO A THIRD MAIN REASON FOR WHY WE'VE DIVIDED THE PROJECT UP INTO 4 OR 5 PARTS IS FUNDING. FOR EXAMPLE, OHIO PUBLIC WORKS COMMISSION FUNDING IS SOMETHING THAT WE'VE BEEN VERY SUCCESSFUL WITH OVER THE YEARS IN GROVE CITY, PROBABLY OVER THE COURSE OF THE LAST 20 YEARS, ALMOST EVERY MAJOR ROADWAY PROJECT WE'VE DONE HAS BEEN FUNDED, AT LEAST IN PART BY OPWC. BUT YOU CAN REALLY ONLY ASK FOR 4 OR $5 MILLION FROM THEM AT A TIME. SO IF WE BREAK OUR PROJECTS UP INTO MULTIPLE PHASES, WE HAVE MULTIPLE OPPORTUNITIES TO GO BACK AND TAKE ANOTHER BITE AT THE APPLE AT A FUNDING SOURCE LIKE THAT. SO I'M GOING TO KIND OF WALK THROUGH THE FOUR PROJECTS, AND ONE OF THEM HAS A PART 2A2 HAS TWO A AND TWO B. IF YOU LOOK AT THE PROJECT COSTS COLUMN, NORTH MEADOWS DRIVE IS PART ONE AND THAT PROJECT IS CURRENTLY UNDER DESIGN. WE'RE PROBABLY ABOUT 65% OF THE WAY THROUGH THE PLANS, AND THE CITY IS CURRENTLY WORKING WITH THE ADJACENT PROPERTY OWNERS TO ACQUIRE THE RIGHT OF WAY NEEDED FOR THE IMPROVEMENT. THE GOAL FOR NORTH MEADOWS IS TO BID IT TOWARDS THE END OF THIS SUMMER AND BEGIN CONSTRUCTION LATE SUMMER EARLY FALL. PART TWO, WHICH WE'VE DIVIDED INTO QUAIL CREEK BOULEVARD AND INNOVATION PARKWAY. IS THE NEXT PHASE OF IMPROVEMENTS. IT'S KIND OF THE DARK BLUE AND THE ORANGE ON THE SCREEN THERE, AND THAT PROJECT INVOLVES CREATING A CONNECTION FROM THE OVERPASS. ROADWAY TO QUAIL CREEK BOULEVARD AND HOOVER ROAD ON THE EAST SIDE. PART THREE IS THE OVERPASS. AND ESSENTIALLY THAT PROJECT WILL START AT THE NORTH MEADOWS DRIVE PROJECT. ON THE EAST SIDE OF I-71 AND EXTEND ALL THE WAY OVER TO THE NORTHERN LEG OF HORN ROAD ON THE WEST SIDE OF 71, CREATING THAT CONNECTIVITY BACK TO HORN ROAD AND ORDERS ROAD. AND THEN PART FOUR IS JUST A SMALL IMPROVEMENT TO HORN ROAD. THAT SECTION JUST NORTH OF WHERE WE'RE TYING IN WITH THE ROUNDABOUT IS AN UNIMPROVED COUNTY ROAD. AND THIS PROJECT WOULD JUST BRING THAT UP TO A CITY STANDARD. SO YOU CAN SEE THE COST THERE ARE PRESENTED. LAND ACQUISITION COSTS ARE NOT ENTIRELY KNOWN YET, SO THEY'RE NOT INCLUDED IN THOSE NUMBERS. AND THEN YOU CAN SEE FUNDING ON, ON ON THE OTHER COLUMN TO THE RIGHT. WE HAVE FUNDING THROUGH OPWC AND CITY BUDGET FOR NORTH MEADOWS DRIVE. AND THEN THE CITY HAS RECEIVED TWO DIFFERENT FEDERAL FUNDING AWARDS FOR [00:45:01] CONSTRUCTION AND DESIGN AND LAND ACQUISITION FOR THE OVERPASS ROADWAY. AND THAT WAS $4 MILLION THROUGH A FEDERAL EARMARK FROM CONGRESSMAN KERRY'S OFFICE AND 2.625 MILLION FROM THE MORPC ATTRIBUTABLE FUNDS PROGRAM. AND THEN THE CITY ALSO INCLUDED $2 MILLION IN THE 2025 BUDGET FOR VARIOUS ENGINEERING AND LAND ACQUISITION ACTIVITIES, AS WELL. SO OBVIOUSLY, THERE'S A SHORTFALL, AND WE KNOW THAT KYLE AND I ARE WORKING ON A FUNDING STRATEGY TO IDENTIFY OTHER FUNDING PARTNERS FOR THE PROJECT. WE HAVE WE'RE TRYING TO SCHEDULE A MEETING RIGHT NOW WITH THE OHIO DEPARTMENT OF DEVELOPMENT TO TALK ABOUT THE OHIO FUTURE FUND, WHICH IS SOMETHING THAT WILL FUND ROADWAY PROJECTS IN AREAS WHERE, YOU KNOW, HIGH DEVELOPMENT IS EXPECTED. WE'RE GOING TO CONTINUE TO WORK THROUGH OHIO PUBLIC WORKS COMMISSION ON THE VARIOUS PHASES. AND THEN ALSO, WE'RE GOING TO PLAN ON REACHING OUT TO JOBSOHIO HERE SHORTLY TO TALK ABOUT THE POSSIBILITY OF OHIO 629 GRANTS. IN ADDITION TO THAT, OBVIOUSLY, TIF REVENUE. WE COULD TRY TO ACQUIRE ADDITIONAL FEDERAL EARMARKS, WHICH I KNOW KYLE HAS ALREADY MADE CONTACT WITH SENATOR OR CONGRESSMAN KERRY'S OFFICE ABOUT THAT. WE HAVE DEVELOPED THE LAND ACQUISITION FOR THE PROJECT, WHICH IS LISTED HERE ON THE RIGHT SIDE OF THE SCREEN. AND THE COLORS ON THE EXHIBIT CORRESPOND TO THE PROPERTY OWNERS. ORANGE IS THE BUCKEYE RANCH, BLUE IS MOUNT CARMEL, AND THE KIND OF PURPLE LAVENDER COLOR IS THE GATEWAY BUSINESS PARK. AND SO YOU CAN SEE THERE THAT WE NEED TO ACQUIRE LAND FROM ALL OF THEM. AND THE CITY HAS BEGUN WORKING WITH AN APPRAISER TO DO APPRAISALS OF THIS PROPERTY. AND WE'RE GOING TO CONTINUE COORDINATING WITH THE PROPERTY OWNERS HERE. IN THE EARLY PART OF THIS YEAR TO ACQUIRE THAT LAND. WE'VE HAD SEVERAL MEETINGS WITH THESE PROPERTY OWNERS AS WELL. WE'VE MET MULTIPLE TIMES WITH MOUNT CARMEL, THE BUCKEYE RANCH. WE'VE MET ONCE WITH THE GATEWAY BUSINESS PARK. THOSE MEETINGS HAVE BEEN GOOD. I THINK THEY ALL, YOU KNOW, RECOGNIZE THE NEED FOR THE PROJECT AND ARE ON BOARD. AND SO WE'VE DEFINITELY HAD SOME GOOD COLLABORATION WITH THE PROPERTY OWNERS IN THAT CORRIDOR. THE QUAIL CREEK BOULEVARD PROJECT, WHICH WE'RE CALLING PART TWO A, IS OUTLINED HERE IN IN BLUE. IT EXTENDS QUAIL CREEK BOULEVARD INTO THE SOUTHERN GROVE SHOPPING CENTER AND AS A PUBLIC ROAD. AND THEN IT EXTENDS OVER TO THE BIRCH BARK TRAIL EXTENSION THAT WAS CONSTRUCTED LAST YEAR. THIS PROJECT IS VITAL FOR PROVIDING BETTER VEHICULAR CONNECTIVITY FOR THE KEENELAND PLACE DEVELOPMENT THAT'S UNDER CONSTRUCTION NOW. AND IT ALSO THEN FEEDS INTO THE BUCKEYE RANCH PROPERTY. THIS PROJECT IS SOMETHING THAT WE'VE DONE. WE'VE DONE SOME SURVEY WORK AND WE'VE DONE SOME PRELIMINARY ENGINEERING FOR IT. SO WE'VE LAID OUT THESE IMPROVEMENTS. WE COORDINATED WITH KEENELAND PLACE DURING THEIR DEVELOPMENT PROCESS TO ACQUIRE THE LAND THAT WE NEED FOR THE RIGHT OF WAY FROM THEM. YOU KNOW, AT NO COST TO THE CITY AS PART OF THAT PROCESS. AND THEN WE HAVE A HANDFUL OF OTHER PROPERTY OWNERS THAT WE'RE LIKELY GOING TO NEED TO COORDINATE WITH ON LAND ACQUISITION. WE'VE ALREADY MET WITH KROGER ONCE, HAD A PRETTY GOOD MEETING WITH THEM, AND THEY'RE THE BIGGEST REMAINING PIECE THAT NEEDS TO BE COORDINATED WITH AS THIS PROJECT ADVANCES. AND SO WE'RE GOING TO KEEP THE LINES OF COMMUNICATION OPEN WITH KROGER'S REAL ESTATE DIVISION. ALSO WITH THIS PROJECT, WE HAVE DONE AN EVALUATION OF THE INTERSECTION OF QUAIL CREEK BOULEVARD AND HOOVER ROAD, WHERE WE'VE LOOKED AT IT AS BOTH A TRADITIONAL INTERSECTION WITH A TRAFFIC SIGNAL AND AS A ROUNDABOUT. AND SO WE HAVE CONCEPTS DEVELOPED FOR BOTH. NOT SURE WHICH WAY WE'LL GO YET ON THAT, BUT WE'VE EVALUATED BOTH AS FEASIBLE ALTERNATIVES. AND THEN THE INNOVATION PARKWAY PROJECT. THIS ORANGE BOUNDED AREA HERE ON THE EXHIBIT IS THE PIECE OF THE PROJECT THAT RUNS PRIMARILY THROUGH REALLY ONLY THROUGH THE BUCKEYE RANCH PROPERTY. AS YOU CAN SEE THERE, 5.31 ACRES OF LAND FROM THE BUCKEYE RANCH. AND THIS IS SOMETHING THAT WE'RE DOING IN COOPERATION WITH THEM TO HELP CREATE DEVELOPABLE SPACE FOR THEM. AS YOU MAY KNOW, THEY USED TO OWN THE PROPERTY THAT THE DEVELOPMENT TO THE SOUTH IS, IS BEING BUILT ON, AND THEY WANT TO CONTINUE TO HAVE A REVENUE STREAM FOR THEMSELVES BY REDEVELOPING SOME ADDITIONAL [00:50:02] LAND ON THEIR, ON THEIR PROPERTY. AND SO WE'VE MET WITH THEM A NUMBER OF TIMES, PROBABLY OVER THE COURSE OF THE LAST THREE YEARS OR MORE, TO LAY OUT THE ROADWAY ALIGNMENT, PROVIDE THEM WITH SOME DIFFERENT CONCEPTS OR OPTIONS FOR THE DEVELOPMENT PARCELS. AND, YOU KNOW, THEY'RE OBVIOUSLY ON BOARD AND WANT TO BE PART OF THE PROJECT. WE ALSO ARE PLANNING TO EXTEND WATER, SEWER AND STORM SEWER ALONG THIS ROADWAY TO MAKE THOSE SITES DEVELOPMENT READY FOR THE BUCKEYE RANCH. THE PART THREE IS THE BIG ONE. IT'S THE OVERPASS PROJECT. YOU CAN SEE HERE IT EXTENDS FROM THE NEW ROUNDABOUT THAT'S GOING TO BE BUILT ON NORTH MEADOWS DRIVE, ALL THE WAY OVER TO THE NORTHERN LEG OF HORN ROAD. IT WILL INCLUDE TWO ROUNDABOUTS ALONG THAT STRETCH, AND FOR THIS PROJECT, WE'VE HAD ONE MEETING WITH HORN ROAD PROPERTIES, WHICH IS THE FIRST PROPERTY OWNER ON THE WEST SIDE OF I-71. WE PROVIDED THEM WITH OUR PRELIMINARY LAYOUT OF THE ROADWAY, AND THEY HAD INDICATED THEY WERE PLANNING ON WORKING WITH A PLANNER TO LAY OUT SOME DEVELOPMENT CONCEPTS FOR THEIR PROPERTY AS WELL. SO THAT WAS A PRETTY GOOD MEETING AND A PRETTY GOOD DISCUSSION. SO OUTSIDE OF THE BULK OF THE WORK THAT WE'VE BEEN DOING IN THIS PAST YEAR HAS BEEN REALLY ON THE NORTH MEADOWS DRIVE PROJECT, BUT THERE ARE A HANDFUL OF OTHER THINGS THAT WE'RE WORKING TO PROGRESS THIS YEAR IN 2025. AND ONE OF THEM IS THE TRAFFIC STUDY. IT'S A BIG PIECE OF THE PROJECT. YOU KNOW, WE'VE WE'VE DRAWN LINES ON PAPER FOR WHERE THE ROADS COULD GO. AND FOR THE MOST PART, THEY MAKE SENSE FROM A ROADWAY GEOMETRY STANDPOINT. BUT AS KYLE SAID, 6000 JOBS IS GOING TO CREATE A LOT OF TRAFFIC. AND SO WE HAVE TO STUDY THAT THOROUGHLY AND EVALUATE HOW MANY LANES WE PUT ON THE ROADS. YOU KNOW, WHERE DO WE PUT INTERSECTIONS, THINGS LIKE THAT, TO MAKE IT MAKE SENSE. AS THE DEVELOPMENT STARTS TO PROGRESS. ANOTHER BIG THING THAT WE'RE LOOKING TO DO IS, YOU KNOW, WITH THE OVERPASS, WE'VE IDENTIFIED THE OPTION OF CREATING AN ON AND OFF RAMP, MAKING IT A PARTIAL INTERCHANGE TO WHERE THERE'D BE AN EXIT RAMP FROM SOUTHBOUND I-71 AND AN ENTRANCE RAMP TO NORTHBOUND I-71 AT THIS LOCATION. THAT WOULD LIKELY BE THE CONCEPT FOR THAT. THAT'S, YOU KNOW, IT'S NOT FULLY VETTED, BUT IT'S SOMETHING THAT WE'RE WORKING THROUGH WOULD BE SOMEWHAT SIMILAR TO WHAT YOU MIGHT SEE ON THE NORTH SIDE OF TOWN OF COLUMBUS AT POLARIS, WHERE THE POLARIS PARKWAY AND GEMINI PLACE INTERSECTIONS ARE SOMEWHAT INTERCONNECTED, WHERE THE MERGING AND DIVERGING LANES TO GET ON AND OFF ARE TIED TOGETHER AND SORT OF SEPARATED FROM MAINLINE 71. SO IF WE'RE ABLE TO DO THIS, YOU KNOW, IT WOULD LIKELY BE A MODIFICATION TO THE 665 INTERSECTION OR INTERCHANGE, AND IT WOULD BE SORT OF INTERCONNECTED IN A SIMILAR FASHION. THERE IS A BIG TRAFFIC STUDY COMPONENT THAT HAS TO BE DONE TO JUSTIFY THAT, THOUGH. THERE ARE A LOT OF GUIDELINES AND THINGS THAT WE HAVE TO DO WITH ODOT AND FEDERAL HIGHWAY TO JUSTIFY ADDING AN INTERCHANGE. AND SO THE TRAFFIC STUDY THAT WE'RE GOING TO START WORKING ON THIS YEAR IS A BIG PIECE OF THAT. AND IT IS SOMETHING THAT'S GOING TO TAKE A COUPLE COUPLE OF YEARS, PROBABLY TO RESOLVE. WE'RE ALSO WORKING ON A WATER AND SEWER STUDY. YOU KNOW, KYLE'S SLIDE THAT HE SHOWED EARLIER SHOWS SOME OF THE PROJECTED LAND USES WITHIN THE SOUTHWEST AREA. AND SO WE'VE BEEN WORKING ON A STUDY TO EVALUATE THE EXISTING SEWER AND WATER INFRASTRUCTURE IN THE AREA, AND TO IDENTIFY THE IMPROVEMENTS THAT ARE NEEDED TO HELP SUPPORT THAT DEVELOPMENT LOAD THAT WE'RE LOOKING AT THERE. AND THAT STUDY'S GOING TO BE DONE HERE BY THE END OF APRIL. WE'RE ALSO JUST NOW GETTING STARTED ON AN ENVIRONMENTAL STUDY FOR THE INTERCHANGE OR THE OVERPASS PROJECT, PART THREE. IN ORDER TO ALLOW US TO USE THE FEDERAL FUNDS THAT HAVE BEEN ACQUIRED THROUGH THE FEDERAL EARMARK, WE HAVE TO HAVE AN APPROVED ENVIRONMENTAL DOCUMENT. SO THIS IS KIND OF A FIRST STEP TOWARDS GETTING THOSE FUNDS UNLOCKED AND BEING ABLE TO USE THEM FOR ENGINEERING AND LAND ACQUISITION. SO WE JUST STARTED LAST MONTH ON THE ENVIRONMENTAL STUDY. AND AS YOU CAN IMAGINE, FOR A PROJECT THAT BIG, IT'S A LITTLE BIT OF A, YOU KNOW, IT'S AN EXHAUSTIVE PIECE OF WORK THAT WILL PROBABLY LAST 6 TO 9 MONTHS. AND THEN, KYLE, I DON'T KNOW IF YOU WANT TO JUMP IN AND TALK ABOUT DEVELOPMENT CAPACITY. I'LL JUST QUICKLY MENTION THAT, AS I SAID BEFORE, WE'RE A DESIRABLE PLACE.
