JUSTICE FOR ALL. THE PLANNING COMMISSION HAS HAD THE OPPORTUNITY TO REVIEW THE MEETING MINUTES FROM OUR PRIOR MEETING, WHICH WAS NOVEMBER 4TH. IF THERE ARE NO DISCUSSION ITEMS, WE CAN MOVE FORWARD WITH A MOTION. CHAIR I'LL MAKE A MOTION THAT WE ACCEPT THE MINUTES AS SUBMITTED AND WRITTEN. SECOND AND ROLL CALL, MISS WEMLINGER. YES, CHAIR.

THE AGENDA TODAY. SO WHEN YOU COME UP TO THE PODIUM, IF YOU WOULD STATE YOUR NAME AND YOUR ADDRESS, AND THEN IF YOU WOULD WAIT FOR A COUPLE MINUTES AND THE CITY WILL PROVIDE A BACKGROUND, AND THEN WE'LL ASK YOU A COUPLE QUESTIONS. AFTERNOON, ERIC WALSH, 1650 WATERMARK DRIVE, COLUMBUS. I'M WITH CORDA ENGINEERING AS THE LEAD CONSULTANT ON THE SITE SIDE, YOU HAVE FOUR REPRESENTATIVES. WELL THANK YOU. WELCOME. FORGE BIOLOGICS SITE PARKING IMPROVEMENTS, FINAL DEVELOPMENT PLAN. THE APPLICANT'S REQUESTING APPROVAL OF A DEVELOPMENT PLAN FOR PARKING LOT IMPROVEMENTS, INCLUDING PARKING LOT ADDITION, SIDEWALKS AND A NEW SITE ACCESS POINT AT FORGE BIOLOGICS, LOCATED AT 3900 CANCER ROAD.

SINCE OPENING IN GROVE CITY IN 2020, FORGE BIOLOGICS HAS MADE SEVERAL IMPROVEMENTS TO THE SITE TO ACCOMMODATE THE NEEDS OF ITS OPERATIONS AND MATERIALS INDICATE THE PROPOSED APPLICATION WILL ENHANCE THE SAFETY FOR EMPLOYEES ON SITE. A NEW CURB CUT ON AGAINST ROAD IS PROPOSED ON THE NORTHERN PORTION OF THE SITE, WHICH ALIGNS WITH THE EXISTING CURB CUT ACROSS GANTZ ROAD TO THE WEST. THIS CURB CUT PROVIDES ACCESS TO A NEW 26 FOOT WIDE DRIVE AISLE THAT WRAPS AROUND THE BUILDING AND CONNECTS TO THE EXISTING PARKING AREA SOUTH OF THE BUILDING. PLAN SHALL DRIVE OUT, BEING SET BACK FIVE FEET ONE INCH FROM THE EAST PROPERTY LINE, WHICH IS LESS THAN TEN FOOT DRIVE. SETBACK REQUIRED ADJACENT TO COMPATIBLE USES IN CODE. STAFF SUPPORTED DEVIATION FROM THIS REQUIREMENT. AS THE AREA IS INDUSTRIAL IN NATURE AND THE DEVIATION WILL NOT CAUSE ANY ADVERSE IMPACTS ON THE ADJACENT INDUSTRIAL PROPERTIES. FURTHER, THE NEW DRIVE WILL PROVIDE ACCESS AROUND THE ENTIRE STRUCTURE FOR EMERGENCY RESPONSE. THE AREA TO THE NORTH OF THE BUILDING HAS BEEN USED FOR CONSTRUCTION, STAGING AND IS CURRENTLY PARTIALLY USED FOR EMPLOYEE PARKING, AND A PORTION OF THIS AREA WAS ADMINISTRATIVELY APPROVED TO BE CONVERTED INTO FORMAL EMPLOYEE PARKING, AND THIS APPLICATION WOULD IMPROVE THE REMAINING AREA, ADDING 105 PAVED PARKING SPACES ALONG WITH LANDSCAPED PENINSULAS AND PEDESTRIAN CONNECTIONS. PLANS SHOW A NEW, SMALLER PARKING AREA IS PROPOSED TO THE NORTHWEST CORNER OF THE SITE, WHICH INCLUDES EIGHT SPACES, AND THE CONSTRUCTION AREA IS SHOWN TO BE SHIFTED ON SITE, BORDERED BY THE NEW DRIVE AISLE AND THE PROPOSED EMPLOYEE PARKING LOT. THE AREAS PROPOSED TO BE GRAVEL AND UTILIZED FOR FUTURE CONSTRUCTION. STAGING. ON SITE STAFF ARE SUPPORTIVE OF THE USE OF GRAVEL FOR THIS AREA, GIVEN THE LOCATION AT THE REAR OF THE SITE, WHICH IS NOT VISIBLE FROM THE PUBLIC RIGHT OF WAY, AND ITS TEMPORARY NATURE TO FACILITATE THE GROWTH OF ONE OF THE CITY'S TOP EMPLOYERS, A DEVIATION WILL BE NEEDED FROM CODE TO ALLOW FOR PARKING SPACES TO MEASURE LESS THAN 200FT■!S IN AREA, AND STAFF SUPPORT THIS DEVIATION, NOTING THE PROPOSED SPACES ARE LARGE ENOUGH TO ACCOMMODATE VEHICLES WITHOUT INFRINGING ON SITE CIRCULATION, AND THAT THESE PARKING DIMENSIONS HAVE BEEN USED IN COMMERCIAL PD DISTRICTS THROUGHOUT THE CITY. PLANS SHOW A NEW DRY BASIN IS PROPOSED AT THE NORTHEAST CORNER OF THE SITE TO MANAGE STORMWATER, AND FURTHER VIEW OF THE PROPOSED STORMWATER BASIN WILL BE NEEDED DURING THE SITE IMPROVEMENT PLAN TO ENSURE A SIZING IS APPROPRIATE AND THE SYSTEM FUNCTIONS APPROPRIATELY. NOTING THE PROPOSED APPLICATION WILL ALLOW FOR ONE OF THE CITY'S TOP EMPLOYERS TO CONTINUE TO ENHANCE ITS CAMPUS AND IMPROVE EMPLOYEE SAFETY. AFTER REVIEWING CONSIDERATION OF DEVELOPMENT, DEPARTMENT RECOMMENDS PLANNING COMMISSION MAKE A RECOMMENDATION OF APPROVAL TO CITY COUNCIL FOR THE FINAL DEVELOPMENT PLAN, WITH THE THREE DEVIATIONS NOTED.
