THE CONDITION THAT THEY HAD ACCEPTED WAS TO BE CHANGED EVERY FIVE MINUTES, AND THE IDEA WAS THAT WHILE THERE IS A TRAFFIC LIGHT AT THAT AREA, NOBODY'S GOING TO BE SPENDING MORE THAN ABOUT, YOU KNOW, 30S TO A MINUTE AT THE PLACE.
